Le jour de l’An, survenait à la plage de Lambanyi, Commune de Ratoma, le premier malheur de 2014. Bilan officiel établi : 6 morts. Le gouvernement, à travers son Porte-parole, Albert Damantang Camara, annonçait: «Pour les besoins de l’enquête la promotrice du spectacle et les autorités locales sont actuellement entendues par la Police». Suivait la décision du gouverneur de l’époque de fermer toutes les plages de la capitale. Décision, finalement restée lettre morte.
Sept (7) mois plus tard, l’opinion a estimé que les résultats des enquêtes seraient rangés dans les tiroirs, quelque part. Au point, qu’avec le nouveau drame survenu le lendemain de la fête d’Aïd el Fitr à la plage de Rogbanè à Taouyah, dans la même Commune, avec 34 jeunes morts, le débat sur l’impunité a été relancé avec un doigt accusateur sur la police qui ne s’acquitterait de sa mission régalienne en matière d’enquêtes.
Et c’est pour "dédouaner" sa corporation que le Porte-parole de la police a convié les journalistes le mardi 5 août pour démentir les allégations qui mettent en cause ce corps. Boubacar Kassé soutient que les enquêtes ont bel et bien été menées. Pour preuve, l’homme a même brandi un exemplaire du fameux rapport d’enquêtes à la presse.
Sur la raison de cette conférence de presse le conférencier avance qu’au moment où l’actualité est focalisée sur le drame de Taouyah, des commentaires se font tendancieux: «Dès le lendemain du drame de la plage de Rogbanè à Taouyah, survenu le 29 juillet 2014, des voix se sont élevées, des analyses ont été faites, des débats ont été organisés, des émissions interactives s’en sont faites l’écho et la conclusion qui se dégageait, selon certaines personnes, c’est qu’il n’y a pas eu d’enquêtes suite au drame de Lambanyi. Et, selon elles, si l’enquête avait eu lieu, le drame de Rogbanè aurait pu être évité».
C’est l’objet de la tenue de la rencontre avec les journalistes. Des échanges dont le cadre était la salle de conférence de la Sûreté urbaine de Conakry: «Nous avons organisé ce point de presse pour relater ce que la police guinéenne a fait après le drame à la plage de Lambanyi. Il faut que nous éclairions la religion des uns et des autres pour dire que la police a effectivement fait son travail. Des enquêtes ont été menées jusqu’au bout, des individus ont été interpellés, des responsabilités administratives et des responsabilités pénales se sont dégagées et nous avons rendu compte à qui de droit. La police a donc, effectivement fait son travail», a soutenu le Directeur régional de la Sûreté urbaine de Conakry.
Il a aussi souligné qu’après son travail, la police a déposé son rapport au niveau de la justice et qu’il se trouve avec le Procureur du Tribunal de 1ère Instance de Dixinn: «Nous avons conclu les enquêtes le 28 janvier. Nous avons saisi qui de droit, à savoir le Gouverneur d’alors de la Ville de Conakry [Cdt Sékou Resco Camara ; NDLR] et le Procureur de la République du Tribunal de 1ère Instance de Dixinn où il nous été instruit d’y conduire les gens [les interpellés]. Ce que nous avons eu à faire. Des gens qui, à ce niveau, sont contrôle judiciaire».
Boubacar Kassé est allé jusqu’à donner leurs noms: «Mamadouba Bangoura, le Président de l’Association des Jeunes et Environnement de Lambanyi [AJEL, une ONG ; NDLR]; le Vice-président, Mamadouba Soumah ; Facinet Camara dit ‘’Fouzi’’, Secrétaire à la Jeunesse du conseil de quartier de Lambanyi et la représentante de la structure organisatrice, Fabara Agency, du concert de janvier 2014, Moussou Keita».
Selon lui, leur mise sous contrôle judiciaire s’expliquerait par le fait que les documents brandis ne leur permettaient point l’organisation d’une quelconque manifestation ou de gérer quelque plage.
D’où, deux des éléments importants du rapport qu’il a présenté:
1°) - «A l’étude des dossiers de l’ONG AJEL et de la structure culturelle et sportive, Fabara Agency, nous avons constaté que l’arrêté N°3078 du 11 novembre 2009 portant agrément de l’ONG, Association Jeunesse Environnement de Lambanyi est expiré depuis novembre 2012».
2°) - «Nous avons estimé qu’en matière de sécurité aussi, les dispositions qui avaient été prises ce jour ne reflétaient pas la réalité du terrain tel que déclaré par les organisateurs, d’avoir déployé plus de 150 gendarmes, des policiers et des bérets rouges».
Le Porte-parole a conclu en rendant un hommage à la police: «La police guinéenne est républicaine. Elle n’a jamais failli à son devoir de servir, de protéger les citoyens et leurs biens, de mener les enquêtes jusqu’au bout». Il va citer des cas de recherches dans lesquels ce corps s’est positivement illustré, ces dernières années.
